The 1995 Proof Set is viewed as one of the key modern proof sets. The mintage declined by about 300,000 sets to reach only 2,010,384, which marked the lowest mintage for a regular issue proof set since 1960. Collectors were caught unprepared for this and accordingly the sets continue to have a premium attached to their secondary market prices.

Individual proof coins contained in the sets also carry premiums. These are usually viewed as tougher dates within complete set of their respective series. Although these issues may be a little more expensive, nearly all 1995-S proof coins will have a deep cameo finish and is attainable in high grade.

Besides the standard set, the US Mint also issued the 1995 Prestige Set which contained the 1995 Civil War Commemorative Half Dollar and Dollar coins. This set was priced at $57.00 and sold 107,112 units, a new low for Prestige Proof Set mintages.

The packaging for the 1995 Proof Set continued the green color scheme that would be used until the nature of the set changed with the arrival of the State Quarters in 1999. The individual coins were placed within a green cardboard, which was in turn sealed within a single plastic lens. This was placed within a green colored cardboard box with a single flap opening at the top.
