The 2007 Proof Set had the number of coins increased to fourteen due to the new Presidential Dollar series, which featured four different dollar coins featuring Presidents. This was largest size proof set since the US Mint began offering modern packaged sets for collectors. The price of the annual proof set was increased to $26.95, an increase of only $4 from the prior year price.

Each 2007 Proof Set contained five State Quarters featuring Montana, Washington, Idaho, Wyoming, and Utah. The four Presidential Dollars featured George Washington, John Adams, Thomas Jefferson, and James Madison. The remaining coins included the Sacagawea Dollar, Kennedy Half, Roosevelt Dime, Jefferson Nickel, and Lincoln Cent.

The US Mint expanded their annual proof set offerings to coincide with the release of the new Presidential Dollar series. They now offered the regular proof set, Presidential Dollar Proof Set, State Quarters Proof Set, Silver Proof Set, and Silver State Quarters Proof Set. The US Mint also offered the American Legacy Collection, which contained the coin of the standard proof set plus a proof commemorative silver dollar.

The 2007 Proof Set packaging was adjusted to account for the four Presidential Dollars. The set consisted of one box with an image of the Statue of Liberty with two lenses containing ten coins and another box with an image of Presidents which contained the four Presidential Dollars. These two cardboard boxes were put into another white slipcase cardboard with the US Mint logo and contents denoted.
