The 2004 Proof Set saw the price of the set raised for the first time in five years. The price increase of $3 was attributed to the inclusion of an additional coin. The higher price seemed to take a toll on demand, with the total mintage falling by nearly 400,000 units.This year represented the first total mintage under the 2 million mark since the State Quarters series began.

The 2004 Proof Set included the five State Quarters honoring Michigan, Florida, Texas, Iowa, and Wisconsin. Two Jefferson Nickels were included, which featured a reverse design for the Peace Medal and Keelboat. The remaining coins were the Lincoln Cent, Roosevelt Dime, Kennedy Half Dollar, and Sacagawea Dollar.

The US Mint expanded its line of proof set offerings in 2004. The sets included a Proof State Quarters Set and Silver Proof State Quarters Set. These sets included only the five quarters issued for the year. The final set was the Silver Proof Set, which contained 90% silver coins.The increased number of sets may have also served to lower sales of the standard sets.

The 2004 Proof Set packaging maintained the same look that had been established with the State Quarters series. The Statue of Liberty is featured with design elements themed in blue. Two plastic lens contain the State Quarters, and the remaining coins. The outside of the box indicated the contents with a symbol for the United States Mint.
