In 1995 Silver Proof Set is considered to be one of the key issue modern proof sets. With a mintage of only 549,878, the set set marked the lowest mintage level for Silver Proof Set issue. This mintage remains the low point through the current date. The Silver Proof Set contains the regular proof versions of the 1995-S Proof Lincoln Cent and Jefferson Nickel, along with specially minted 1995-S Roosevelt Dime, Washington Quarter, and Kennedy Half Dollar coins. These coins are struck with a composition of 90% silver, as was used in circulating silver coinage issued before 1965.

The US Mint offered the 1995 Premier Silver Proof Set as a pricier alternative to the basic set. While this set contained the same coins, the packaging was more advanced and carried a higher price tag. The premier set was priced at $37.50 and sold 130,107 units. Both the regular and premier versions of the 1995 Silver Proof Set carry premium prices on the secondary market.

The packaging for the standard set continued the same color scheme that had been established since the first offering of the silver proof sets in 1992. It consisted of black cardboard where each individual coin was fitted and then sealed in a plastic holder. The word "Silver" was imprinted on the plastic holder, which was placed within a black cardboard outer box.
